Richard Buck appealed the decision by a review panel, which confirmed a determination made by the District Manager that Mr. Buck had contravened section 138 of the Forest Act in 1988 and in 1994 by illegally harvesting Crown Timber.

By consent of the parties, the Commission confirmed the District Manager’s determination, and varied the penalty for the 1988 contravention to $4,637 and the penalty for the 1994 contravention to $22,063.
